The short answer
The Villages is a purpose-built age-restricted community with amenity fees and a per-parcel bond. Ocala is a city of about 64,000 in Marion County with no age restriction, no community amenity fee attached to the choice, an equestrian economy, and a conventional municipal tax base.

This comparison is not really about which is better. It is about whether you want to buy into a managed community or into a city.

They overlap more than people realize
Part of The Villages is in Marion County, the same county as Ocala. These are not distant alternatives, and plenty of people look seriously at both. I grew up in Marion County and I work both markets, so this is the comparison I am asked about most and the one I have the least reason to spin.
Horse country is a real differentiator
Marion County holds the trademarked title Horse Capital of the World, received in 2001, and is home to the World Equestrian Center, which its operator describes as the largest equestrian complex in the United States. The county government cites mild year-round climate and limestone-rich soil as the reasons the equine industry concentrated here.
If that world appeals to you, it is not something The Villages offers and it is not a small part of what living in Marion County is like.
The age restriction cuts both ways
The Villages requires at least one household member 55 or over and no resident younger than 19, with visitors under 18 limited to 30 days per calendar year. That is what keeps the community what it is, and it is also a constraint on your household and on your eventual buyer pool.

Is The Villages in Ocala?
No, but they overlap in Marion County. The Villages spans Sumter, Marion and Lake counties. Ocala is the Marion County seat and a separate city about 25 miles northwest of the northern end of The Villages.
Can you live in Ocala if you are under 55?
Yes. Ocala is an all-ages city with no community-wide age restriction. Individual deed-restricted communities within Marion County may have their own requirements, including several 55+ communities.
